DMDM Hydantoin
1,3-dimethylol-5,5-dimethylhydantoin aka DMDM hydantoin is a product widely used in cosmetics and shampoos for its preservative qualities.
It works by releasing formaldehyde into the product. The Cosmetic Ingredient Review (CIR) deem DMDMH to be safe as used in concentrations up to 1%
DMDMH is not listed in any academic literature as being carcinogenic, but several studies show that between 1.5% and 5% of the general population will display some form of allergic response when using products containing it.
Those who are allergic to formaldehyde are at particular risk, with one study (PMID: 3378426) showing that by the end of one week of twice-daily use, 33% of the such people developed cosmetic dermatitis from DMDMH.
Iodopropynyl Butylcarbamate
IPBC is a preservative that prevents fungi and bacteria from infesting the products it is used in. The CIR has determined that it is safe as used in cosmetic products in concentrations up to 0.1%, but it is not allowed in aerosol products.
There is some evidence that a small number of users may allergic to IPBC (PMID: 9145267), but none that it is potentially carcinogenic.
Colorants
Toppik contains a variety of synthetic dyes that match the product to a variety of hair colors.
They are all listed as safe by the United States Federal Drug Administration - Those listed as FD&C are allowed in foods and those listed as D&C are allowed in drugs and cosmetics only.
These chemicals have been rigorously tested over the years, and while some people may be sensitive to some of them, none have been found to be carcinogenic.
